April 10, 18, 25, 30 & May 1 Town Halls
I attended all the town halls this past spring. Town halls are an opportunity to listen to residents concerns in a casual setting while at the same time outlining future goals for the township. At these sessions presentations were made by the Mayor and Deputy Mayor focusing on the Strategic Plan for the remainder of this Council as well as upcoming capital projects and upcoming events of note. Every session gave an opportunity for residents to submit questions for discussion as well as meet staff and council.

Public Meeting
D13-002-2024 - 1417 Violet Road - Kyleigh Bonter and Alex Moncreif - Minor Variance approved to increase the height of a detached accessory building from 4 m to 5.3 m (Section 4.1.4).
Decision
Resolution CA2024.4.5 Request for Consent Certification of Cancellation - 2020 Brandon Road - Craig Copeland That the application to cancel consent be approved.

Statutory Public Meetings – Items under the Planning Act Public Meeting –
Armitage Homes Limited - 428 Amherst Drive - Official Plan Amendment (D09-003- 2021) and Zoning Bylaw Amendment Zoning ByLaw 2001-38, as amended, will serve to rezone the property from the Shopping Centre Commercial Exception Five (C4-5) Zone to Residential Type Five Exception Twenty Holding (R5-20-H) Zone to permit the proposed 27 stacked row dwelling house units Council approved the Official Plan Amendment and the Zoning By-Law Amendment. Public Meeting - EAK Holdings Limited - 200 Speers Boulevard Official Plan Amendment (D09-002- 2024) and Zoning By-law Amendment (D14-010-2023) The application proposed an amendment to the Official Plan to redesignate a small parcel of land 27 m² (+/-) in size from Commercial to High-Density Residential that will be added to 428 Amherst Drive Council approved the Official Plan Amendment and the Zoning By-Law Amendment. Items for Consideration
• Council appointed Councillor Proderick as the Council representative to the Heritage Committee, Councillor Willis and Councillor Proderick to the W.J. Henderson Recreation Centre Renewal Fundraising Committee and Councillor Budarick, Councillor Willis and Councillor Parks to the Community Grant Committee for the term of Council or until reappointed and adopted the by-laws and Terms of Reference for these three committees.
• Part lot requests and by-laws approved for 200 Speers Boulevard (Brookland Square) and 428 Amherst Drive (Brookland Square)
• Council supported the County of Renfrew’s request for a motion regarding the unaffordability of rural and small urban water and wastewater systems operational costs in Ontario.
Notices of Motion/Direct Motions
• Council directed staff to review the Royal Canadian Legion’s Renewable Energy Benefit Fund application received on April 2, 2024 due to the urgent needs of the Legion and will bring forward a report regarding their application to the April 23, 2024 meeting for Council’s consideration.
• Council directed staff to review the Refreshment Vehicle By-law 2020-085 taking into consideration and reviewing possible ways that provide added protection to associated businesses that support and anchor our communities through employment and tax.

April 17th Public Information Meeting for Creighton-Potter-South- Main Reconstruction
Loyalist Township and the County of Lennox & Addington are preparing for infrastructure upgrades for the original sections of Potter Drive and Creighton Drive, and the western portion of South Street, as well as Main Street - Odessa between Creighton Drive and West Street. The planned work includes:
Replacement/repair of watermains and sanitary sewers, right-of-way drainage improvements
Upgrading Potter Drive to a collector road, including the addition of sidewalks from Main Street - Odessa to the new development areas
Installing a multi-use pathway along the south side of Main Street - Odessa from Creighton Drive to West Street
Installing a signalized pedestrian crosswalk of Main Street - Odessa at West Street

April 20th Wilton Cemetery Clean Up
I dropped in for the clean up day and talked with few members of the community. It was one of the nicer days in April and it was great to see the young and old members of the local scouting community taking part.
April 23rd Council and Committee of the Whole Meeting
Items for Consideration
• Scope of Work for the Ward Boundary Review was approved. Staff were directed to retain a consultant to conduct a Ward Boundary of Loyalist Township and a Council Composition Review. The review will include a comprehensive public consultation and engagement process. The current ward boundaries were established in 1998 and remain in place to this present day. Ward Map. Any ward boundary changes must be approved by December 31, 2025 to be in effect for the 2026 Municipal and School Board Election.
• An application from the Royal Canadian Legion Branch 623 for a $20,000 grant from the Renewable Energy Benefit Fund was approved on condition of receiving three quotes for equipment and services.
• Council approved requests from the Amherst Island Community Medical Clinic for a grant in the amount of $586 for a seniors exercise program on Amherst Island and in-kind services for the “We Play for Tyler” ball tournament which raises funds for the Maltby Centre (The Tyler Lambert Memorial Fund) and Mental Health Services. The tournament will be held at the Willie Pratt Ball Fields in Amherstview from July 12 to 14, 2024.
• 2023 MTO Ferry Subsidy Petition approved to authorize the annual MTO Petition for Ferry subsidy for the Amherst Island operating costs.
• Council proclaimed the month of June as Recreation and Parks Month. This is a movement that promotes the benefits of recreation and parks for physical, social and environmental health. Watch for details on social media and website regarding the Kick-Off on Saturday, June 1, 2024 from 1:00 p.m. to 3:00 p.m. at Bath Park.
• Council passed motions relating to: Accessible Ontario by 2025, Possible closure of regional Public Health Ontario (PHO) laboratories and Housing Funding. Motions will be distributed to the Premier of Ontario, Members of Parliament, appropriate Ministers and other municipalities.
There was no Committee of the Whole session.

April 26th Odessa Public School
I attended a presentation by grade seven and eight students called "Imagining My Sustainable Community" which was the culminating activity of a week long program in the class. The projects involved students creating land use plans for various properties in the Odessa area. Plans looked at various types of land uses and had to have an environmental use within the final
product. Our young people have lots of great ideas that we should pay attention to as some of last years projects have been woven into some township projects.

CamSafe Launch
A reminder that the OPP launched CamSafe the security camera program in our township. Registering your camera with CamSafe allows the OPP to locate cameras that may be of assistance instead of going door to door in a neighbourhood looking for info. This is a totally volunteer program which is available to all residents and no cost and can be withdrawn from at anytime. . I met with some concerned members of the community about our transportation plans going forward. Discussion focused on the report "Bringing Commuter Public Transportation to Rural Kingston, Gananoque, South Frontenac, and Loyalist". We hope to be rolling out our plan in the fall.
