Started the month off with a visit to the Wilton Christmas Community Dinner on December 3rd. It was a great chance to connect with old friends and meet a few new ones. It was a great example of the strength of our community, lots of good food and a special visitor to the dinner. To the committee thanks for the hard work and the invitation.



December 4th Committee of Adjustment


The Committee approved one minor variance request

  • corner of Taylor Kidd and County Road Six a parking variance for Barr Homes.


December 4th Committee of the Whole


The committee met to receive an update on the status of the Strategic Plan 2024-2027. Once approved by Council this plan will direct Council and staff through to 2027. December 11th 22nd Session of Council


A summary from Council in Brief


IESO's Long-Term Electricity Procurement

  • A notice of motion was brought forward by Councillor Budarick requesting Council to waive the Procedural By-law to reconsider the resolution passed on November 27, 2023 to “take no further action at this time” on the Council did not support waiving of the Procedural By-law and so, did not reconsider the resolution.


Statutory Public Meetings for items under the Planning Act

  • Cliffside Development - Brookland Fine Homes Ltd., The proposed amendments apply to a proposed subdivision municipally addressed as 12-20 William Street in the Village of Odessa. Consultants for the proponent provided an overview of the proposal via a PowerPoint presentation. Several members of the public provided comments regarding the application. Council directed staff to bring forward a recommendation once the comments from the Township departments, agencies and the public have been addressed.

  • 4800 County Road 2 Alex Adams, Consultant provided an overview of the proposal via a PowerPoint presentation. There were no comments from members of the public concerning the application. Council directed staff to bring forward a recommendation once the comments from the Township departments, agencies and the public have been addressed.


Council approved the Loyalist Township Multi-Year Accessibility Plan 2024-2028 and staff will provide an annual update to Council.


Council approved the following pre-budget approvals

  • Chief Planner and Chief Engineer partial year contract extensions in the amount of $60,000 in 2024

  • Water and sewer financial plan and rate study in the amount of $50,000 in 2024

  • A tandem roll-off truck in the amount of $231,000 in 2024 and $321,000 in 2025.

  • Council approved the 2024 Water and Sewer User Rates.


Council approved the request for free use of the Amherstview Community Hall for the Sharing Centre Annual General Meeting


CRINS and Proposed Telecommunication Tower

  • Staff recommended that the Township take over the processing of telecommunication towers. Future telecommunication tower proposals would be reviewed against the ISED's guidelines and default public consultation process. Council supported the recommendation including the concurrence and installation of the proposed telecommunication tower facility located in Concession 3 N, Part Lot 34 and addressed as 418 Shane Street, Odessa.


Bath Connecting Link Design

  • Council authorized staff to enter into an agreement with AECOM Canada Ltd. for the design of Main Street - Bath Connecting Link Rehabilitation.


Bath STP Aeration Upgrades

  • Council authorized staff to enter into an agreement with Peak Construction Group Limited to complete the Bath STP Aeration Upgrades.


Public Transportation in Loyalist

  • Rural Transit Study Report Council received for information the draft 2023 Rural Transit Study, "Bringing Commuter Public Transportation to Rural Kingston, Gananoque, South Frontenac, and Loyalist' commissioned by the City of Kingston and prepared by Arcadis IBI Group. It was determined that the study area should be divided up into three distinct service areas: South Frontenac & North Rural Kingston, Gananoque & East Rural Kingston, and Loyalist. By-Laws

  • Authorize Cost Recovery Fees With Respect To Fire Department Specific Response

  • Appoint Shelley Stedall as Treasurer for Loyalist Township

  • Appoint Arthur Smith as Deputy Treasurer for Loyalist Township

  • Tile Drainage Loan Request supported for property (1538 County Road 5) under the Tile Drainage Act.

CamSafe Launch


A reminder that the OPP launched CamSafe the security camera program in our township. Registering your camera with CamSafe allows the OPP to locate cameras that may be of assistance instead of going door to door in a neighbourhood looking for info. This is a totally volunteer program which is available to all residents and no cost and can be withdrawn from at anytime. I started with the Foodcycler in may and filled my first bin of compost this past week. Looking forward to the report coming to council on its pilot program.
