2024 Draft Budgets Recommendation sent to Council
1. That the report from the Finance Division, January 30, 2024, re: 2024 Draft Budgets, be received; 2. That the 2024 general rate operating budget be received as follows:
a. A Township tax levy requirement of $21,508,100.
b. A Township residential tax rate of 0.00816675.
3. The 2024 service area operating budgets be received as follows:
a. $937,100 for Amherstview Transit
b. $6,140,200 for Amherst Island Ferry
c. $12,368,900 for Utilities
4. The Committee of the Whole recommends that the 2024 Amherstview Transit special area tax rate remain the same as 2023 at .00058900.
5. The 2024 General rate capital budget be received totaling $62,171,200.
6. The 2024 Utilities capital budget be received totaling $8,855,400.
7. That staff post notice of intention to adopt the 2024 Budget; and
8. That staff bring forward the by-law to adopt the 2024 Budget to the February 13, 2024 meeting for adoption.

As vice-chair of the authority I served on the hiring committee for the new general manager of the authority. We spent the day interviewing and recommended a candidate for the boards approval.

Acquisition or Disposition of Land
Council authorized staff to proceed with the proposed land transfer with Limestone District School Board and to request the transfer for a road widening along Durham Street.
Request to Purchase Closed Road Allowance - Road Allowance between Lot 19 & 20 Concession 2 Closed by LA162597 between Millhaven Road and CN Rail Council authorized staff to proceed with a request to sell a portion of the closed road allowance
Appointments
Sean Preston, Susan Hajnik, Grant Lindsay and Evelyn Latham were appointed to the Committee of Adjustment and Appeals Committee. Councillor Willis, Councillor Proderick, and Deputy Mayor Townend were appointed to the Committee of Adjustment.
Council appointed Kent Readman as the Fire Chief and Mike Greenham as the Deputy Fire Chief for the Loyalist Township Fire Department. Council congratulated both.
Budget 2024
Council approved the 2024 Budget as recommended by the Committee of the Whole.
Statutory Public Meeting – Items under the Planning Act Public Meeting -
Kaitlin Corporation (2238052 Ontario Ltd.) Phase 15 Draft Plan of Subdivision (D12- 041-2023) and Zoning By-law Amendment (D14-019-2023). The proposed amendments apply to a proposed subdivision municipally located at the corner of Main Street and Country Club Drive in the Village of Bath. Angela Sciberras and Rodrick Sutherland, Consultants for the proponent provided an overview of the proposal via a PowerPoint presentation. Several members of the public provided comments regarding the application.
Notice of Motion
Council passed a motion brought forward by Councillor Proderick to direct staff to review enforcement of seasonal overnight parking restrictions within Parking By-law 2007-31.

Statutory Public Meeting – Items under the Planning Act Public Meeting –
Housekeeping Amendments to the Loyalist Township Official Plan also will implement changes to the Ontario Planning Act that were made through Bill 13, Supporting Businesses and People Act, 2021, which consists of new policies pertaining to delegated authority for minor zoning by-law amendments. The amendment applies to the entire area of Loyalist Township.
Appointments
Council appointed Justin James to the Committee of Adjustment and the Appeals Committee and Cory Grant as Tile Drainage Inspector.
Items for Consideration
Council approved the following items:
• Councillor Proderick and Deputy Mayor Townend are approved to attend the Federation of Canadian Municipalities (FCM) Conference and Trade Show in Calgary, Alberta between June 6 to 9, 2024
• With the approval of the 2024 budget there was amendments to the Miscellaneous Fees and Charges By-law which include fee changes regarding Freedom of Information requests, Notarization Fees, Lottery Licensing Fees, Fire Permits, Bag Tags and Recreation Field and Facility Rentals. By-law 2024-32
• Approved amendments to Tile Drain Loan for a local farmer to assist with the construction of tile drainage works. The loan will be total sum of $21,000 to be repaid with interest.
• Property Standards and Safe Properties By-laws will now be in line with the Resilient Climate Action Plan, addressed Council Resolution 2023.15.19 and will improve the administration of the various by-laws by reducing duplication. The Safe Properties By-law will also allow for the creation of more pollinator friendly areas across the Township and restrict nuisances such as noxious weeds and excessive growth impacting neighbouring properties.
• Lakeside Phase 6 Plan of Subdivision and Lakeside Phase 2 Stage 5 Plan of SubdivisionAssumption of One Foot Reserves
• RY Contractor Inc. and Legacy Homes Draft Plan of Subdivision (D12-310-2021), Official Plan Amendment (D09-002-2021) and Zoning By-law Amendment (D14-009-2021). The applications were in support of a proposed development located at 496 Main Street in Bath. The development proposal redesignated and rezone the lands from commercial to low density residential to permit a residential subdivision consisting of 18 semi-detached and 19 single detached units.
• Developer Agreement for Potter, Creighton, South, Main Street - Odessa Reconstruction
• Signage Options at County Road 6 and Taylor-Kidd Boulevard Roundabout. The County of Lennox and Addington asked the Township to provide input into the design of the roundabout, particularly the opportunity for branding of signage proposed to be located on the retaining wall located in the middle of the proposed roundabout. Staff recommended to use Loyalist Township lettering in the retaining wall for the roundabout, similar to roundabout located in Morrisburg, Ontario.

February 28th Cataraqui Conservation
The Full Authority Board of Cataraqui Conservation announced the appointment of David Ellingwood as the new General Manager of the organization.
After a comprehensive process by the Hiring Committee, Ellingwood’s choice was ratified unanimously by the Board and will see him taking over at the end of April.
Chair Gary Oosterhof outlined the wealth of experience Ellingwood brings to his new position, having spent the majority of his career working within the conservation realm. Most recently, he was Director of Water Resources and Deputy CAO of North Bay-Mattawa Conservation Authority.
Cataraqui Conservation will be the sixth conservation authority for which Ellingwood has worked, beginning with Kawartha Conservation where he had a contract to do conservation education activities at local schools and conservation areas. He followed that up with 15 years working in communications with Lakehead Region Conservation Authority in Thunder Bay, before moving on to specializing in source water protection jointly for both Saugeen Conservation and the Grey Sauble Conservation Authority for a decade, working his way up from the communications portfolio to project manager.
From there, Ellingwood took on multiple roles at North Bay-Mattawa over the last six years, including overseeing source water protection, water resources, lands, flood forecasting, on-site sewage systems and planning.
Updates
This past month I was pleased when my fellow councillors approved my request to review enforcement of seasonal overnight parking restrictions within Parking By-law 2007-31. This review will look at the enforcement of the by-law as in my two winters on Council it has been one of the most mentioned issues with residents in regards to its enforcement.
A previous motion at Council related to enforcement of property standards. Property Standards and Safe Properties By-laws will now be in line with the Resilient Climate Action Plan, and will also allow for the creation of more pollinator friendly areas across the Township and restrict nuisances such as noxious weeds and excessive growth impacting neighbouring properties.
I attended Family Day activities at the WJ and managed to dust off my skates for a few minutes on the ice. Our grand-nephew enjoyed the activities and as most youngsters enjoyed the Fire Departments Display.
Later in the month I had an opportunity to learn about our snow plough operations and spent a couple of hours on one of the routes covered during a shift. It gave me a better understanding of operations and hopefully it was the last storm of the season.
I also spent time with the consultants working on the Recreation Master Plan. I shared many of the thoughts I've heard from residents and hope that you will be involved in the process. I attended a couple of meetings in regards to the Bath Legion and will continue to help them provide for the community.

CamSafe Launch
A reminder that the OPP launched CamSafe the security camera program in our township. Registering your camera with CamSafe allows the OPP to locate cameras that may be of assistance instead of going door to door in a neighbourhood looking for info. This is a totally volunteer program which is available to all residents and no cost and can be withdrawn from at anytime. . I met with some concerned members of the community about our transportation plans going forward. Discussion focused on the report "Bringing Commuter Public Transportation to Rural Kingston, Gananoque, South Frontenac, and Loyalist". We hope to be rolling out our plan in the fall.
