July 1st Bath Canada Day

As always the Bath Canada Day experience is one of the highlights of the year. Whether looking at antique boats, meeting up with friends, a parade water gun fight or some tunes it was a greta day. A heartfelt thanks and congratulations to the committee and volunteers who put many hours into this successful event.

July 2nd Amherst Islander II

Needless to say the soft launch of the Amherst Islander II was long time coming. Many people played a part in this event but the residents of Amherst Island need to be thanked for their patience and understanding in this journey. Training continues with a full commission coming in the fall. It was a great first ride enjoyed by many.

July 9th Council and Committee of the Whole Meeting

Meeting – Items under the Planning Act Public Meeting -

  • Council approved the application for a Zoning By-law amendment requested by the Algonquin and Lakeshore Catholic District School Board (ALCDSB) for property located at 27 Park Crescent in Amherstview. The subject lands are commonly known as McPherson Park. The purpose of the amendment to the Zoning By-law is to rezone the lands from the Open Space Zone to a Community Facility Zone to facilitate an expansion and site redevelopment of the Our Lady of Mount Carmel elementary school.

Items for Consideration

  • Council received the communication from the Eastern Ontario Regional Network (EORN) Communal Decentralized Water and Wastewater Solutions. Communal services can directly support building housing faster and at a lower cost to smaller-urban and rural communities. In addition to promoting environmental sustainability, communal decentralized water and wastewater solutions can also offer economic advantages.

  • Council authorized staff to participate in the County of Lennox and Addington review of the prime agricultural land use designation throughout the County through a completion of a LEAR/ALES Study. This study will be completed by the County of Lennox and Addington and include public consultation.

Council approved the following items:

  • Council delegated authority to finalize public transit route changes with the City of Kingston for implementation in September 2024. Staff will ensure that the route covers areas serviced by the existing route as well as the newly developed portions of Amherstview.

  • In the 2024 budget, $51,000 was budgeted for a new set of auto extrication equipment to be placed in service with a new pumper at the Odessa Fire Station. A quote was received for $62,698.05 including taxes, the actual price for the equipment net of the HST rebate is $56,471.71. Council approved the difference of $5,471.71 to complete this purchase.

  • Council approved an amendment to the 2024 Budget to fund a Master Fire Plan in the amount of $80,000. A Master Fire Plan is a long-term strategic plan that helps guide priorities and includes key actions that should be taken. It allows fire departments to ensure efficient fire protection and to provide stronger overall emergency services to the community. The plan will help guide Loyalist Township Emergency Services for the next 10 years. The current Master Fire Plan was approved by Council in 2009.

  • Funding in the amount of $20,815.01 to replace the Heating, Ventilation and Air Conditioning (HVAC) at the Odessa Fire Station. This cost includes the HVAC unit, update the electrical service to the unit and update the gas piping.

  • Council supported the motion regarding the Ontario Provincial Police (OPP) Detachment funding for small rural municipalities.

Items approved through the Consent Agenda

  • Minutes of the June 25, 2024 meeting of Council and Committee of the Whole

  • Minutes of the June 27, 2024 Heritage Committee and approval of the heritage permit application.

Lennox & County Council agendas and minutes can be found at

July has been a very quiet month and things will ramp up in the fall. Our next Council meeting is August 13th and information can be found at https://loyalist.civicweb.net/Portal/MeetingInformation.aspx?Org=Cal&Id=1993

One of the many items of interest will be changes and updates to public transportation in Loyalist.

CamSafe Launch

A reminder that the OPP launched CamSafe the security camera program in our township. Registering your camera with CamSafe allows the OPP to locate cameras that may be of assistance instead of going door to door in a neighbourhood looking for info. This is a totally volunteer program which is available to all residents and no cost and can be withdrawn from at anytime. . For further information go to https://www.loyalist.ca/en/news/camsafe-program-launches-in-loyalist-township.aspx or https://camsafe.ca/

A reminder that our accessible transportation web page www.loyalist.ca/accessibletransit is packed with information so please provide the link to anyone who is looking for more information. I met with some concerned members of the community about our transportation plans going forward. Discussion focused on the report "Bringing Commuter Public Transportation to Rural Kingston, Gananoque, South Frontenac, and Loyalist". We hope to be rolling out our plan in the fall.
