March 6 Committee of Adjustment

Held public meetings for three separate applications (SR 2264, SR 2266 & SR 2269) and there was no opposition to the applications and they were approved. A minor variance in the sign bylaw was approved for a business in the East Industrial Mall.


March 6 Committee of the Whole

Received Report SR2270 from staff in regards to the Community Hub Project. Directed staff to incorporate the female/male/universal change room concept into its design.


March 9 School Visit

Along with township staff I attended a final project presentation in Mr. Collins’ class at Odessa Public School. The projects involved students creating land use plans for various properties in Odessa. Plans looked at various types of land uses and had to have an environmental use within the final

product. Our young people have lots of great ideas that we should pay attention to.











March 13 6th Session of Council

  • Public meeting was held to allow a zoning change from commercial to allow for additional housing as proposed by Brookland Fine Homes. Staff recommended it and there was no opposition at the public meeting. It was approved.

  • A delegation from Amherst Island Radio led by Mr. Eric Tremblay appeared before Council. Mr. Tremblay outlined the plans for the radio station and its place in the community. After a good question and answer session and a vigorous debate council passed a motion to give the station $50,000 from the Vibrancy Fund and a loan of $100,000 to begin their studio project in Bath.

  • Council adopted the 2023 Operating and Capital Budget while receiving financial reports on Municipal Budget, Provincial Gas Tax and a Capital Works Update.

  • Money was transferred within the budget to pay for replacement back up generators at the Bath and Lakeview SPS plants as the current ones are nearing their end of life.

  • A year end Report for 2022 was received in regards to the Renewable Energy Fund Grant recipients for follow up.

March 20 Safe Drinking Water Act

I attended a workshop on this legislation. This session consisted of four modules which covered


  • Duty of Care under the Act

  • Staying informed on water systems

  • Vigilance, hazards, risks and strategies to protect our drinking water systems

  • Historical case studies and oversight

March 21 Surface Water Protection Municipal Form

This form looked at outreach materials and training materials for municipalities and homeowners who

are on private wells. Presenters from all over the province covered the state of source water throughout the province.


March 22 Cataraqui Conservation Board Meeting

  • Received 2022 draft financials

  • Received Manager’s Monthly Report

  • Update Bylaws

  • Received Quarterly Transition Report

  • 2023 Afforestation Report was presented with Seedling Planting outline

  • AED update and Policy Update on its use

March 23 MPAC Assessment 101

The various roles within the property tax system was explored. Presenters worked through examples of how taxes are calculated and how taxpayers can get information on their property. The three aprroaches to valuation were explored and values are assessed on property values as of January 1, 2016. The provincial government has not yet set a date for the next update in values. Taxpayers can find out information about their own assessments at mpac.ca


March 28th 7th Session of Council

  • A delegation from Amherst Island Community Medical Clinic provide council with an overview of the clinic and accomplishments at present

  • Councillor Ennius appointed to serve on Cataraqui Conservation Authority to fill Loyalist’s two seats on the board

  • Lakeside Ponds Phase 2 Stage 3, Block 100- Plan 29M-69 Part Lot Control Request was removed

  • Latham Pools - Industrial Community Improvement Plan (CIP) Application was approved by Council

  • Council received the report and endorsed the Operational Plan, for Loyalist Township's Drinking Water Quality Management System (QMS)

  • Councillor Ennis’ motion regarding pickle ball courts was passed and directed staff to report back to the Committee of the Whole in 2023 with initial information on potential locations, options, grants, partnerships, and costs associated with the addition of courts in Loyalist Township

March 28 Odessa West Improvements

I attended the virtual presentation on the proposed infrastructure upgrades in Odessa West. The presentation can be found on the Loyalist YouTube channel at


Notice of Disruption of Service: The Odessa Municipal office will be closed from April 12 to May 1, 2023 due to roof replacement and upgrades to the HVAC system. During the closure, residents and customers requiring assistance in person can access services at the Odessa Fire Station, 51 Main Street, Odessa. The closure of the municipal office will require the April 24, 2023 Council meeting to move from a hybrid meeting to a full virtual meeting. The Council meeting will also be streamed live on Loyalist Township’s YouTube Channel.
