May 1 Bath Town Hall

I attended all the town halls this past spring. Town halls are an opportunity to listen to residents concerns in a casual setting while at the same time outlining future goals for the township. At these sessions presentations were made by the Mayor and Deputy Mayor focusing on the Strategic Plan for the remainder of this Council as well as upcoming capital projects and upcoming events of note. Every session gave an opportunity for residents to submit questions for discussion as well as meet staff and council.

May 7th WJ Henderson Renewal Committee


Presentation by Rebecca Murphy, Chief Administrative Officer and Trevor Cornelius, Corporate Communications Manager regarding the W.J. Henderson Recreation Renewal project background, budget and timelines Trevor Cornelius, Corporate Communications Manager provided an overview:

• Centre construction began in December 1974 on land owned by Justice W.J. Henderson. The facility officially opened in September 1975;

• Timelines: April 2024 the construction and demolition begins, August 2024 lobby and arena renovations, May 2025 existing pool and changes rooms with substantial completion January 2026;

• The project will include accessibility upgrades throughout the existing facility, including the addition of an elevator, accessible change rooms, and barrier-free viewing areas;

• Construction of a new aquatic facility comprising of an 8-lane, 25 metre pool and a separate warm-water leisure pool;

• Incorporating new Indigenous Legacy Space, in collaboration with the Gord Downie and Chanie Wenjack Fund;

• Designing the building to be Net-Zero ready;

• Revenue streams would include Community Fundraising target $400,000, Foundations $500,000 and Naming Rights $750,000 ($25,000 per year for 30 years);

• Potential of Named Spaces and Naming Rights;

• Donor Recognition Wall in visible location;

• Other options for donor recognition

• Project budget – Capital Costs - potential hiring of a Fundraising Coordinator $70,000


May 14th Council and Committee of the Whole Meeting


Delegations and Presentations

• Mayor Hegadorn welcomed and introduced Dr. Adedotun Alade recruited to the Township to replace retiring doctor

• Mayor Hegadorn introduced and thanked the Lennox and Addington OPP Auxiliary Unit and presented Auxiliary Unit Officer with a certificate.

• Bob Baker, Executive Director addressed Council regarding the Community Foundation for Lennox and Addington


Items for Consideration

Council approved the following:

• The Community Grant Policy. The new Policy replaces the Renewable Energy Fund Grant Policy and the Council Ad Hoc Grant/Donation Request Policy.

• 2023/2024 MTO Provincial Gas Tax Agreement The public transportation program in Amherstview relies on funding provided under the Provincial Gas Tax Program. Loyalist Township’s allocation for the 2023/2024 program year is $198,449.

• Results of Tender 2024-16 - Potter Creighton South Main Reconstruction Three submissions were received. With a bid of $5,763,842 inclusive of the Township portion of HST, K. Mulrooney Trucking Limited is the preferred bidder.

• Loyalist Estates Phase 9 Plan of Subdivision- Assumption of a One Foot Reserve The subdivision registration of Loyalist Estates Phase 10 has occurred and certain one foot reserves are no longer required.

• Seniors Association Kingston Region - Operational Agreement This agreement will provide additional programming and services to resident seniors in Amherstview, Bath, Wilton and or Odessa growing to Amherst Island when feasible. The Township agreed to provide “in-kind” services such as facility use, staff time, snow removal, garbage collection, etc.

• Transfer from Ferry Berthage Fees Reserve Fund (FBFRF) Council authorized a transfer from the FBFRF to fund costs of the Ferry Dock Fender Modification Project. Ministry of Transportation has chosen the vendor and is requesting that this work be funded via the FBFRF.

• Council passed a resolution regarding the request to resume the Municipal Property Assessment Corporation (MPAC) assessment cycle. This resolution will be circulated to the Premier of Ontario, Ontario Minister of Finance, MPAC, Minister of Municipal Affairs and Housing and Ric Bresee, MPP of Hasting-Lennox and Addington.


Committee of the Whole

•Staff presented updates and information regarding the Blue Box Transition - Provincial mandated change will take place January 1, 2025. Responsibility for program will shift to the producers. In short, items for pick up may change for users but household pick up will continue.


Items approved through the Consent Agenda

•Minutes of the April 23, 2024 meeting of Council and Committee of the Whole Minutes of the May 7, 2024 W.J. Henderson Recreation Centre Renewal Fundraising Committee

•Council directed staff to investigate hiring of a professional fundraiser.


May 24th Council and Committee of the Whole Meeting


Items for Consideration Council approved the following:

  • Loyalist Township provided permission to staff to request appointment from the Office of the Registrar General to issue marriage licences and perform civil ceremonies.

  • Township will be switching to a new procurement platform from Bonfire to Bids and Tenders. This will be a cost saving for the Township with an annual cost of $1700.

  • Staff will be submitting an application under the Community Grants Policy in the amount of $15,000 for the Community Tree Initiative. The proposed development of a Community Tree Initiative Program would offer a tree to Township property owners to plant privately, with a small portion of the cost borne by the property owner. A pilot program proposes to begin with approximately 100 trees, for Township property owners to purchase one tree on a first-come, first-served basis.

  • In the 2023-2024 winter season there was a Community Outdoor Rink Program pilot for a volunteer led program. The Township committed to working with community volunteers to provide quality outdoor ice rinks throughout the Township. Three volunteer community groups mobilized for the program with locations in Amherstview (Sunnyside Park), Bath (Bath Public School) and Odessa (Sk8er Park).

  • Council recommended that the Odessa Agriculture Society submit an application to the Community Benefit for the capital stream in the amount of $4500 to request the donation of the John Deere Mower ZPF08. Items approved through the Consent Agenda

May 31st WJ Henderson Renewal Site Visit

The on site management team gave an up date tour of the work completed to this time on the project. Upper level of area has been demolished and is progressing towards the retro fit. The project is currently running on schedule with an anticipated opening the first of September. Lots of photos below to demonstrate the scale of the project.

This month I attended several community events including the Family Fishing Day on Amherst Island, the first TuNesday in the park and was pleased to be at the employee long term recognition lunch.



Infrastructure upgrades for Creighton, Potter, South and Main Street - Odessa were scheduled to begin on June 17th. Work in 2024 will be largely concentrated on Main St - Odessa, beginning at West St ➡️ Creighton. Learn more and subscribe to updates: loom.ly/xP_nx-w


Residents often question the smell coming from the Township sewage lagoons. Cleaning the lagoons stirs up a lot of odours while it's going on, but once it's done, residents shouldn't notice any odour issues again this summer. CamSafe Launch


A reminder that the OPP launched CamSafe the security camera program in our township. Registering your camera with CamSafe allows the OPP to locate cameras that may be of assistance instead of going door to door in a neighbourhood looking for info. This is a totally volunteer program which is available to all residents and no cost and can be withdrawn from at anytime. . I met with some concerned members of the community about our transportation plans going forward. Discussion focused on the report "Bringing Commuter Public Transportation to Rural Kingston, Gananoque, South Frontenac, and Loyalist". We hope to be rolling out our plan in the fall.
