Presentations and Delegations
Lynn Chenier, Director of Prince Edward Lennox and Addington Social Services (PELASS) provided an overview regarding Housing Services and Affordable Housing. She noted that PELASS maintains the centralized waitlist for the local housing corporation and 5 non profit housing providers. There is a significant need for affordable housing, with a total of 558 households on the waitlist including 88 for Loyalist Township.
A report “High Density Social Housing” was presented to the Council of County of Lennox and Addington and provided information as to the need for housing and estimated costs to build and operate a 42-one bedroom unit building, consisting of a mix of affordable and market rent housing. The estimated cost of this type of building is $15.7 million with annual operating costs of approximately $1,177,621.
Council approved the following items:
Delegation of Authority for S.357 (1)(d.1) for Tax Relief Applications
The 2025 Water and Sewer User Rate Study and Financial Plans as presented for the Fairfield and Bath water systems and for the Loyalist East and Bath sewer systems.
Fire Apparatus budgetary adjustment for the transfer of funds to complete the purchase of a second fire apparatus. Two new trucks will replace aging trucks that are no longer able to meet their annual pump testing certification requirements.

Policies for Implementing O. Reg. 41/24 – Five Year Review
The Committee received an update and summary on the public and stakeholder consultation process and outcomes with regards to the update to Cataraqui Conservation’s Policies for Implementing Ontario Regulation 41/24 (the Policies). The report was approved
November 18th & 21st 2024 Committee of the Whole
The Committee of the Whole focused on the 2025 Municipal Budget. Discussions included proposed amendments and allocations for various township services. Public input was encouraged, and residents were invited to share their thoughts on the budget proposals.
After thorough discussions, the committee recommended the budget be brought forth to the Council for adoption. The final tax rate was set, reflecting a 3.56% increase for township services. The budget also accounted for a significant increase in the OPP contract rate, resulting in an overall 5.9% increase to the township tax levy.
November 19th Heritage Committee
Heritage Permit Application Amendment- 5220 Front Road, Stella, Amherst Island
The Committee recommend that the revised heritage permit application for 5220 Front Road, Stella, Amherst Island to replace the roof materials be brought to Council for approval in accordance with the details described in the application.
November 20th Facility Committee CRCA
The committee met and had a tour of the Outdoor Centre at Little Cataraqui Creek.
Discussions about future enhancements took place and future options were presented by staff.

Statutory Public Meeting
Council approved the Zoning By-law Amendment Applications
Emma Street to rezone the lands to address a number of site-specific performance standards to help facilitate the creation of eight single detached lots.
Fields of Loyalist - Creekford Developments - Draft Plan of Subdivision Official Plan Amendment and Zoning By-Law Amendment The proposed subdivision consists of 194 single detached dwellings and 390 semi-detached dwelling units, and two medium density blocks consisting of 103 units for a total of 687 residential units, two parkland blocks, multi-use pathways connecting the development with Main Street and expansion of the existing Odessa West stormwater management facility.
Items for Consideration
Congratulations to two post-secondary students who have each been awarded $1,000 from the 2024 Ameriks Scholarship.
Council supported the concurrence and installation of a proposed Telecommunication Tower facility at 925 Stella Forty-Foot Road, Amherst Island, by Xplore Inc. The tower will provide fiber services to the community.
Committee of the Whole
Staff provided an overview of the Draft Capacity Allocation Policy. The proposed policy establishes a framework for the allocation and revocation of water and sanitary sewage servicing capacity, through the Township’s planning application review and approval process.

Staff presentations Township is committed to the Legacy Spaces program over a five year term:
Being a Downie Wenjack Fund Ambassador,
Educate those who come into the Legacy Space about the story of Chanie Wenjack, the residential school system and the true history of Indigenous Peoples in Canada
Provide ongoing training to staff
Establish and/or maintain an equitable workplace for Indigenous people
Regularly share stories, quotes and photos of the Legacy Space.
The Legacy Space will include signage provided by the Gord Downie Wenjack Fund, local Indigenous wall art, displays and exhibits.

Report IR-126-24, Asset Management Plan
Cataraqui Conservation developed an Asset Management Plan to effectively and efficiently manage assets, while providing a sustainable level of service to the public, our member municipalities and provincial partners. The final formatted plan and related schedules was adopted.
Report IR-128-24, 2025 Operating Budget and Capital Forecast
The 2025 Draft Operating Budget, Ten-year Capital Forecast and Draft Municipal Apportionments were circulated to member municipalities in October 2024. Board adopted the 2025 Operating Budget.
Report IR-130-24, Demolition of Administration Building – Update
The report updated the Board on the progress made towards the demolition of the former Cataraqui Conservation administration building at Little Cataraqui Creek Conservation Area.

Statutory Public Meeting
Amherstview West Secondary Plan, Official Plan Amendment and Zoning By-law Amendment
This secondary plan will address the extension of Amherstview to the west, to accommodate future needs and priorities for the new community. The Secondary Plan will be implemented through an Official Plan Amendment, Zoning By-law Amendment and Urban Design Guidelines. A recommendation will be brought forward to Council once the comments from the Township departments, agencies and the public have been addressed.
Items for Consideration, Council made the following decisions
Council authorized the Mayor and CAO to execute a lease agreement of Unit 8 - 18 Manitou Crescent West for a five-year term along with the option to renew for three additional five year terms.
Council authorized the Mayor and CAO to enter into Contribution Agreement details of which will be communicated to the public once the Township receives approval from the third party to release the details.
Council appointed Councillor Proderick, Councillor Willis and Mayor Hegadorn to the Committee of the Adjustment for the 2025 term in accordance with the Planning Act, 1990 Section 44(3).
Council enacted and passed the draft Refreshment Vehicle By-law. This by-law will regulate refreshment vehicle licencing within Loyalist Township. The Township Fees and Charges By-law will also be amended to include the new park permit fee structure and licencing fees.
Ontario Regulation 588/17 - The 2024 Draft Asset Management Plan was approved by Council and once finalized will be available to on the Township’s webpage.
2025 Interim Tax Levy By-law provides for the 2025 interim tax levy, for the payment of taxes, and for penalty and interest of one and one quarter percent (1.25%).
The Assumption of Works - a Portion of Potter Drive, Brennan Crescent, Babcock Boulevard, and Millcreek Drive The assumption formally designates the roads as public streets.
The Solicitor General has provided the Township with an OPP Grant to assist with the high 2025 OPP billing statements. Council approved 50% of the funding in the amount of $208,202 be allocated to a specified OPP Reserve to offset the 2026 OPP billing and the 2024 reconciliation and future OPP costs. Council also approved 50% of the funding in the amount of $208,203 be applied to the 2025 OPP costs to reduce the required 2025 tax levy.
Council approved the 2025 Budget By-law as amended through the item above.
A Reciprocal Use Agreement between Loyalist Township and Algonquin and Lakeshore Catholic District School Board for the shared use Township facilities, sports fields and school facilities.
An Automatic Aid Agreement with the Corporation of the Township of Stone Mills. This agreement ensures that the closest fire station is responding to a fire call, regardless of municipal boundaries.
Council supported the motion regarding the Calling for Investment in Municipal Infrastructure for Eastern Ontario’s Small and Rural Communities. The motion will be circulated to the Prime Minister, Premier of Ontario and associated ministries.

It's the time of season to celebrate. Whatever your beliefs take time to enjoy the season and have a happy new year. I had a chance to join family and friends at Light Up the Night and was also able to join the Wilton Community Association for their annual Christmas dinner. Luckily Santa was able to make both events.

Congratulations to both.
